Unless the toilet overflow emptying straight into the bath is normal.....?

    I don't know anything other to say than "Wow". You may consider contacting the city building inspector for whatever city/town/collection of hovels the hotel is located in and let them know. Then again, why bother, it seems like a self-correcting problem to me.
